Senate exempts agricultural machinery annual licensing
OCB system worked with lawmakers to ensure achievement that results in significant cost savings to agricultural cooperatives

Brasilia ( 3 / 04 ) - The Bill Hall ( PLC ) No 57/ 2013 which exempts agricultural machinery registration and annual licensing was approved by the Committee on Constitution , Justice and Citizenship ( CCJ ) of the Senate, yesterday . The proposal, which is part of the Cooperative Legislative Agenda , is an important demand from the agricultural sector unions and represents a reduction of costs and bureaucratic procedures that will constitute a significant contribution to increasing the competitiveness of Brazilian agribusiness .

The OCB system worked actively in both the House of Representatives and the Senate for the passage of the bill , which was authored by Mr Moreira Alcaeus ( RS ) , board member of the Congressional Cooperative ( Frencoop ) .

The OCB system was present , even at a public hearing in the Committee on Agriculture and Agrarian Reform ( CRA ) of the Senate , stating that the registration and licensing of farm machinery would be totally dispensable because of its almost strict field use .

Currently , there is a large number of machines which, although old , still enable mechanized operations because they are in good condition .

The cooperative sector believes that the low values , high wear and depreciation, there is no justification or motivation for their owners carry such registration or licensing . Moreover , this obligation gives precedent for other costs such as collection of Tax on Motor Vehicles ( property taxes ) and the need for vehicle inspection .

The project , which was approved in 2013 in the House of Representatives , was approved in terminative decision by the Committee on Constitution , Justice and Citizenship , and if not appealed for consideration in plenary follow for sanction of President Dilma Rousseff .
